On August 14th, Governor Phil Murphy signed Executive Order No. 177 ordering several changes to the November General Election Process.  These changes include:

ALL active Registered Voters will receive a Vote By Mail Ballot for the 2020 Election without filing an application for the ballot.

The County will mail the ballots approximately 30 days prior to the Election, so you can expect to receive your ballot in the first week of October.


  1. Each Ballot will include a postage-paid return envelope.  Therefore, you can simply drop it in any mailbox by Election Day, November 3rd.

To be considered valid, a ballot must be postmarked by November 3, 2020 (Election Day).  All valid ballots received by November 10th at 8 PM will be counted.  This allows for a fully week delivery time. 

  1. You can deposit your Vote By Mail Ballot in any of the County Drop Boxes by Election Day, including any time prior.

  1. You can physically bring your Vote By Mail Ballot to the polling place in the Borough of Paulsboro on Election Day between 6 AM to 8 PM. If you do so, you will be required to show ID to verify that you are the person connected to that ballot.



Do NOT report to your normal polling place, based on your District, as you normally have in previous elections.

The Borough of Paulsboro will have ONE (1) Polling Place for the 2020 General Election.  It is located at:

The Court Room in the Municipal Building, 1211 Delaware Street, Paulsboro, Districts 1-5.

Take note:  District locations are NOT in the same locations as every previous election.

Upon arrival, follow the signs until you are greeted by a Board Worker who will direct you to the proper station to obtain your ballot.  There will be no voting machines used in this Election (except for handicapped individuals requiring that accommodation).

You will then be directed to a secure area where you may complete the ballot confidentially.  When finished, you will hand your sealed ballot to a Board Worker.

Your ballot will be delivered by hand by the Borough’s Administrator of Elections to the Board of Elections after the polls have closed that evening.  Delivery of the ballots to the Board of Elections is done with a Police escort in an official Police vehicle.

It is important to note that this ballot is known as a Provisional Ballot.  In tabulating Provisional Ballots, the Board of Elections will first confirm whether or not your Vote By Mail Ballot was received and counted.  If it was, your Provisional Ballot is discarded without opening it.  If no Vote By Mail ballot was received under your name, your Provisional Ballot will be opened and tabulated.

This ensures that only one vote can be cast by each voter.  This is also the reason that there is an expectation that the final vote totals will not be determined until several weeks after the Election.


You will not receive a Sample Ballot in the mail for this Election.  A copy of the Sample Ballot will be viewable on the County website at some point.

If handing in your completed Vote By Mail Ballot at the polling place on Election Day, you can only hand in your ballot and your will be asked to present ID to do so.  Meaning, you may not drop off a family member or friend’s ballot.

Once Vote By Mail Ballots are sent out, you will be able to monitor their status, including their receipt by the County once you mail your ballot back.  Check on that status here:

Safety protocols will be strictly followed at the polling place on Election Day.  This will include maintaining a distance of six feet between voters and the Board Workers.  The Board Workers will wear masks and gloves at all times and will be frequently sanitizing high-touch areas.  Hand sanitizer, sanitizing wipes and masks and gloves will also be available to voters, if desired.  Voters will be required to wear a mask as they enter the polling place.

Please also note that New Jersey law prohibits voters from wearing any type of shirt, hat, button, pin, etc. which depicts a political affiliation, candidate or political statement in the polling place.  You will be asked to turn your shirt inside-out and/or remove any other item(s) which may be deemed as political in nature.
